Extract Vitality with Strange Tooth at the Core located at Wyrmrest Valley in Dragonspine. Vitalized Dragontooth is a quest item that is used in the World Quest The Festering Fang . Vitalized Dragontooth is also used to forge the Dragonspine Spear post-quest.
Picking up a tooth should activate the festering fang quest. I got my first one at the dragon heart (use elemental sight if you can't see it) and the other three are marked on the map once you talk to the blacksmith npc at the entrance to Dragonspine.
